  19. <p>     Q. You've signed a peace agreement with Israel. What now?
  20. </p>
  21. <p>     A. We face very difficult problems. We start from zero. The
  22. infrastructure of Gaza has been destroyed. We need help, not
  23. only from our brothers and friends but also from those who want
  24. real peace in this area. Peace is a Palestinian need, but it
  25. is also an Israeli, an American, a Russian and an Arab need.
  26. Every power in the world has a strategic interest in this area
  27. because it has so much oil.
  28. </p>
  29. <p>     I am very optimistic. I was touched by President Clinton's kindness
  30. and generosity and by the very friendly attitude of the people
  31. in Washington. It requires the participation of the President
  32. of the U.S. to convert this piece of paper to reality.
  33. </p>
  34. <p>     Q. How do you assess the mood of the Palestinian people?
  35. </p>
  36. <p>     A. There are celebrations everywhere. There is criticism from
  37. some circles, but for the first time in this century the majority
  38. believe there will be a national Palestinian authority on a
  39. free land in Gaza and Jericho from which Israel will withdraw.
  40. Many people are worried, but this is normal.
  41. </p>
  42. <p>     Q. Won't there be continuing trouble with rejectionist groups
  43. like Hamas?
  44. </p>
  45. <p>     A. No, I don't think so. The majority of our people, inside
  46. and outside the territories, are supporting what is happening.
  47. </p>
  48. <p>     Q. How are you dealing with the opposition?
  49. </p>
  50. <p>     A. We are opening dialogue. Hamas has responded to my appeal
  51. for an urgent meeting in Yemen. I am also insisting that Sheik
  52. Ahmed Yassin, the founder of Hamas, be released very soon. The
  53. Palestinian people who opposed all these sacrifices will not
  54. harm this victory.
  55. </p>
  56. <p>     Q. Will your agreement encourage other Arab countries to make
  57. peace with Israel?
  58. </p>
  59. <p>     A. The Jordanians signed directly after us. I hope the Syrians
  60. and the Lebanese will follow.
  61. </p>
  62. <p>     Q. Will that be soon?
  63. </p>
  64. <p>     A. Yes, I think so. But our agreement is only a step toward
  65. an independent Palestinian state which will confederate with
  66. Jordan, according to the free choice of the two peoples. We
  67. are committed to that.
  68. </p>
  69. <p>     Q. The gulf states have been furious with the P.L.O. since you
  70. sided with Saddam Hussein in the war. Do you see signs of improvement?
  71. </p>
  72. <p>     A. We believe we can open a new page. We are in need of it.
  73. I sent King Fahd all the details of this agreement. I have been
  74. informed by Sultan Qaboos bin Said [of Oman] that King Fahd
  75. was behind the communique of support issued by the gulf states.
  76. </p>
  77. <p>     Q. Are you prepared, after all these years in the wilderness,
  78. to assume your new responsibilities?
  79. </p>
  80. <p>     A. Don't worry. Palestinians have participated in organizing
  81. many Arab states.
  82. </p>
  83. <p>     Q. Some people think it will be difficult for the P.L.O. leaders
  84. in Tunis to cooperate with Palestinian leaders in the territories.
  85. </p>
  86. <p>     A. They don't know the relationship. The P.L.O. is the identity
  87. of the Palestinian people: there are cadres inside and outside.
  88. I signed the decree authorizing the Palestinian delegation to
  89. go to Madrid, but I kept it secret at the time. Now we are all
  90. members of the follow-up committee. But for this new stage we
  91. need to reorganize all our institutions, strengthening them
  92. to prepare for very different and difficult responsibilities.
  93. </p>
  94. <p>     Q. Palestinians and Israelis have been enemies for many years.
  95. You have been in a state of war with Israel for most of your
  96. life. What changed?
  97. </p>
  98. <p>     A. For many years I have been asking the Israelis to start making
  99. peace. Peace needs courageous men. Now it is Arafat and Rabin.
  100. It is very easy for anybody to start a war, but it is very difficult
  101. to achieve peace. There is a new world order. We want to be
  102. a part of this new order, as Palestinians, and as an Arab nation.
  103. </p>
  104. <p>     Q. At what point did you believe that the secret Oslo negotiating
  105. channel could be successful?
  106. </p>
  107. <p>     A. About halfway through the process, when it was accepted by
  108. Rabin and Peres together.
  109. </p>
  110. <p>     Q. Did you really think this was going to happen in your lifetime?
  111. </p>
  112. <p>     A. I am a strong believer. During the crash of my airplane last
  113. year in Sudan, I saw two visions. The first was of my brothers
  114. who had died -- Abu Jihad, Abu Iyad and the others. The others
  115. on the airplane heard me say, "Wait for me, I am coming." Directly
  116. after that I saw the Al Aksa mosque in Jerusalem. Which meant
  117. that I will live to pray there.
